Bike fitting knowledge and the prevalence of bike-fit shops has accelerated rapidly in recent years. Even five years ago most places selling you a bike would have asked for nothing more than your height and leg length before telling you the size you needed. If you had enough standover and you could reach the bars it was good enough.
